Creation is about God turning wilderness [TOHU] into fertile land to be inhabited and good for human beings.  The "Cultural Mandate" is the Commission God gave to Humanity to continue God's creational work, developing the wilderness into Civilization for Humanity (Gen.1:26-28)  But a corrupt Civilization will return to the Wilderness.

WILDERNESS IN THE BEGINNING

1:1 In the beginning, God created the heavens and the earth. 2 The earth [land] was [not became] without form [TOHU= chaos also wilderness or wasteland] and void [BOHU]  "Without form and void" = thoroughly disorganized, unproductive and uninhabited]  and darkness was over the face of the deep [the watery deep, the ocean with its dark depths, a chaotic abyss].

When first created, what was to become land in vs 9-10 was a thoroughly disorganized, unproductive and uninhabited mass covered by deep water and darkness.

Isaiah 45:18 For thus says the LORD, who created the heavens (he is God!), who formed the earth and made it (he established it; he did not create it empty [BOHU], he formed it to be inhabited.)

Psalm 115:16  The highest heavens belong to the LORD, but the earth he has given to man.

Excerpts from a message entitle, “Transforming Culture” by Dr Al Mohler, President of Southern Seminary-

"We must understand that, in the Christian worldview, culture is important, but never ultimate. Beyond this, we acknowledge that God is sovereign, and His providence rules over all.

The mission of the Church in the midst of this cultural crisis is to proclaim the truth ... In the face of rampant relativisms, the believing Church must proclaim the truth of God's Word, the permanence of His commands, and the reality of His judgment."

What is Culture?

Popular Culture has to do with preferences and tastes in manners, food, clothing, music, decorative arts, customs and traditions such as Rites of Passage (coming of age rituals, weddings, anniversaries, birthdays). There is, and should be, a lot of diversity in all of these matters.  Although they can be very important to people, all such matters are peripheral to what is the core of culture.

Essential cultural consists of those core beliefs, morals and values that are shared by any group of people and bind them together as an identifiable body.  These are not peripheral matters.  Christians as individuals may enjoy and value a diversity of peripheral cultural matters, but we are joined together as a recognizable social group by core beliefs, morals and values which are Biblical.  These together are our core Christian Culture-

The Wilderness: tohu [toe-WHO]

People, including Christians, tend to idealize or romanticize the “wilderness”.  But here is a little known but important truth about the Wilderness.  When the prophets warn of God’s judgment, or describe that judgment, upon sinful nations, it is often expressed as civilization returning to the wild: the wilderness overgrowing the cities.  This punishment would be the process of “uncreation”.  This is very important: “uncreation” is regression from order to chaos- from fertile and productive to dry, arid wasteland -- returning to wilderness, e.g.-

Summary of the Biblical Doctrine of Creation:

1. The Eternal God (Jehovah) is the almighty Creator of all that exists in our Universe of matter, space and time

2. All that exists (in the heavens and on earth) does so because God purposely and rationally brought it into existence

3. God constantly sustains and provides for Creation: it is totally dependent upon Him

4. All forms of life, all physical processes and changes in Creation are of God

5. All of creation is good and serves God
